3.1 Child in Need Panel Terms of Reference

1. Aim of Panel

The aim of the panel is to ensure and improve the quality, timeliness with consistency of intervention for Children in Need and their families. At present there are 598 open cases to Assessment and CIN Teams the expectation is that we will reduce to 500 by the end of May.

There will be a further reduction by September 2014 to around 400 children.


2. Objectives

  • To critically review case planning and intervention for all CiN cases - commencing with cases where plans have been in place for over 12 months cases, then 9 – 12 months;
  • To improve the quality and consistency of intervention;
  • To improve the timeliness of intervention;
  • To improve the focus of open cases and purpose of intervention;
  • To make decisions to either close, step down or escalate Slough Borough Council involvement via either child protection, legal route. Or, step down to children’s centre’s/universal services;
  • To agree packages of support to families that enable children to remain at home;
  • To monitor the financial and resource implications of packages of support.


3. Membership

  • Head of Service Assessment and Cin;
  • Head of Service Safeguards and Quality Assurance;
  • Head of Service Duty and Early Help;
  • Development Manager Children’s Centres.


4. Frequency

Every Week Tuesday 9.30am - 11.30
10 minute slots per case


5. Administrative Arrangements

The booking process for Panel is that the most recent and relevant ICS plan (Child In Need Plan, Child Protection Plan, other Care Plan) should be sent to the Business Support Manager (Assessment & CIN) by midday Thursday every week. A time slot will be given to present, by practice manager with allocated social worker, the most recent CIN Plan which should clearly identified risk and needs, with a brief concise historical context. The Business Support Manager will ensure there is a process for tracking and monitoring the implementation of the decisions. The case will be reviewed within either four weeks, and revisited within three months of first reviewing to monitor the actions from decisions.

6. Panel Decisions

All panel decisions will be imputed entered into ICS within 24 hours of Panel. Any research, case law which was discussed etc will be sent to the Practice Manager with the decisions. The decisions cannot be altered or shared, unless in specific agreement with the Chair of the panel.

Review October 2014 when an evaluation of the effectiveness of Panel will be undertaken.
